Carlos Garcia is the Vice President of Human Resources (HR) for Southwest Key Programs Inc. Carlos is a strong HR leader who brings more than 20 years of progressive Human Resources experience and leadership with large companies and nonprofit organizations. Carlos has an array of business acumen, large team leadership, employee relations, leadership coaching, total rewards, succession planning, and more.

Prior to Carlos joining Southwest Key, Carlos worked for Hanger, Inc., a 5,000 + employee company providing orthotic and prosthetic products and services. He was responsible for operations for 450 clinics, three manufacturing, and three supply chain centers. Carlos created the total rewards model at Hanger, Inc. improving recruitment and retention.

Carlos previously worked for Baylor, Scott & White Medical where he developed scorecards to measure performance and engagement for the 25,000-employee staff, reduced cost by 25% via aligning payroll and compensation process, and system integration. Carlos oversaw four acquisitions including employee records, benefits and compensation viability.

Carlos has Human Resources hands-on and leadership experience in large retailers such as Walmart, Home Depot and Ross Stores, delivering on HR initiatives for up to 18,000 employees, including talent planning, retention, inclusivity, leadership development, employee relations, and hiring.
